with clients is key to our success. While our expertise is
in Governmental Consulting, our clients' legislative goals
cannot be accomplished without their expertise, information
and knowledge being conveyed to the Legislators.
During the session, our team of lobbyists and support staff
continuously keep our clients updated on the latest legislative
proposals, amendments, agendas and actions of both the General
Assembly and the Executive Branch of Government. Our clients
are immediately contacted of any developments in the legislative
process that affect their interests. This allows us to efficiently
plan and respond with the appropriate course of action.
Our approach is a team concept. No one single lobbyist
is solely responsible for each client's legislative agenda.
A one-to-one contact with legislators and pooling resources
is the most effective approach in accomplishing our clients'
goals.
Some of our services include:
Legislative Summaries
Approximately 1,500 bills are filed each legislative session.
Many of the bills are quite complex and can affect our clients
in ways that may or may not be immediately obvious. Our
experienced staff examines each bill, probing for ways in
which the legislation may impact our clients. Our clients
then receive an analysis of the legislation which includes:
- A clear description of the legislation.
- A weekly report via fax, conference call, and / or personal
consultation.
- How the legislation affects our client's interests.
- A recommendation for a course of action, if one is warranted.
Bill Status
By the use of a customized bill tracking system, our clients
receive the complete history of legislation of interest
to them. Our office collects and compiles information from
the Capitol as it becomes available.
Administrative Rules
We also provide our clients with a bi-monthly update on
all important proposed rules and regulations which appear
in the Missouri Register. This allows our clients timely
input on these important issues.
Legislative Report
Each week we highlight in a narrative the key activities
specific to issues affecting our clients. The summary informs
them of the overall course the General Assembly is taking
and how it relates to or impacts their company or constituents.
We also inform our clients on the current status of their
top priorities and specific actions taken by the House and
Senate or their respective committees.
Legislative Initiative
Often, many of our clients seek us out to offer innovative
and important ideas to the General Assembly. We assist in
developing legislation, drafting, proper placement in state
law and regulation, and vital follow through during the
legislative session.
Committee Hearings
Each week our clients' designated Legislative Committee's
or designated contact person receive a list of the committee
hearings, both legislative and regulatory, that have been
scheduled for bills of interest. The schedule will include
the date, time and location of the hearing as well as the
bill number and description.
Legislative Directory
At the beginning of the session in January, a Legislative
Directory is prepared containing a list of members of the
General Assembly, their address and telephone numbers, a
list of committee appointments, leadership of both the House
and Senate, statewide elected officials and members of the
Missouri Congressional Delegation, their home and Washington
addresses and telephone numbers which is distributed to
clients of Gamble and Schlemeier.
